I am writing to bring to your attention a matter of significant local concern regarding a Class R application for the conversion of agricultural buildings to commercial use at Steep Marsh Farm, which lies within the South Downs National Park.
This proposal has caused alarm among residents due to several serious and unresolved issues:
Key Concerns:
- Unsuitable Road Infrastructure
The proposed development would result in increased traffic along narrow, single-track country lanes, which are already struggling to accommodate existing levels of use. These roads lack sufficient passing points and pose safety risks to pedestrians, cyclists, and horse riders. There has been no indication that these impacts can or will be properly mitigated.
- Loss of Rural Tranquillity
As part of the National Park, our community benefits from a high level of peace and quiet. The introduction of commercial activity threatens this unique quality and conflicts with planning policies designed to preserve tranquillity and protect the public’s enjoyment of the countryside.
- Lack of Local Consultation and Clarity
The Prior Approval process under Class R is relatively fast-moving and allows limited time for formal objections. Many residents feel that this process is ill-suited to decisions affecting sensitive, protected landscapes. There is growing concern that our voices may not be adequately heard before irreversible changes are approved.
We would be grateful if you could:
- Engage directly with the planning department to raise our concerns and ask for a thorough assessment of the transport and environmental impacts;
- Press for transparency on how the council is managing applications under Class R, especially within National Parks;
- Support our request for independent assessments on noise and highways impacts to be commissioned or reviewed before any decision is made;
- Attend a community meeting where residents can express their views and seek clarity on the planning process.
We appreciate the pressures placed on local authorities, but we hope you can support our efforts to protect the integrity, safety, and character of our rural community.
I have copied this to the parish council planning group and we have a segment scheduled at next week’s Parish council meeting.
